Forms

There are a variety of forms and releases that are commonly used by BMC to ensure that information flows efficiently between the club and its members. In addition, for competitive events, liability releases are commonly required.  Some of the forms in use can be downloaded below.


Event Entry Forms

There are different entry forms that will be used in 2008, differing because of the class structures of the different types of events.  The two forms that will be utilized primarily in 2008 are the Closed Course form and the Hill Climb form.  You can access the forms below.  Competitors are urged to complete the forms prior to appearing at an event.  This will help speed up the sign up process and ensures that your information, address, sponsors, etc are correct.

In addition, BMC will be issuing IRS form 1099 - Misc for the tax year 2008.  This means that if a Pro level competitor earns prize money for the entire season, for all events combined, of $600 or greater, they will receive a 1099.  It is critical that BMC have your correct SSN or EIN and address.  This information is acknowledged to be private information, and will be retained only by the BMC accoutant and held as a private record, not available to club members nor the general public.

Releases

There are simply too many different scenarios for life for BMC to attempt to address each and every situation.  BMC follows generally accepted safety and risk management practices for operation of its facility.  With respect to competitive events, the short answer is if there is a safe, well marked and secure spectator area ("non-restricted" area), spectators will be allowed to enter the "non-restricted" area without signing a liability release.  All areas on BMC grounds that are outside of any designated "non-restricted" zone are considered "restricted" areas.   If there is no designated "non-restricted" area, all areas are considered "restricted".

To enter a "restricted" area, an individual must sign a liability release form.  For adults, the process is easy, simply provide proof of age and sign the release at the gate.  For minors (under the age of 18), this becomes a bit more complicated.  Below we address a couple of the most common scenarios and the forms required to work around and hastles.

For minor spectators (under the age of 18) that will attend a BMC event and want to enter the "restricted" area (typically the pit area), it is required that the parents and/or legal guardians of the minor execute a release of liability on behalf of the minor in advance of the event.  When the minor presents this fully executed, signed and dated form, they will be allowed to enter the pit area.  Without this form, minors (under the age of 18) that are not accompanied by their parent or legal guardian will not be allowed to enter the restricted (pit) area.  For events that have a non-restricted (spectator only) area, unaccompanied minors will be allowed into such viewing areas without parental accompanyment or release forms. If any minor (under the age of 18) will be attending a BMC event without their parents and/or legal guardians present, but will be attending with other adults, the parent and/or legal guardian can choose to give the attending adults the right to sign releases on their behalf.  This is accomplished by the parents and/or legal guardians of the minor executing a Power of Attorney form, which is the legal document that allows for the non-parents to sign on behalf of the parents.  This transfer of authority will work for both situations for minor spectators (simply watching the event but entering the "restricted" area in the company of the authorized adults) and minor participants (racing under the supervision of the authorized adults).  Download the Power of Attorney...

 


Competition Rules

Billings Motorcycle Club follows the BMC Rules and Bylaws published annually for its competition event rules.  The rules are updated annually.  If you do not have a copy of the rule book, please see any officer or Board member to obtain a copy.

For the many situations not covered explicitly in the BMC Rules and Bylaws book, BMC defers to the AMA Sports (ProAm) Competition rule book.  If you do not have a copy of the AMA rules, go to http://www.amadirectlink.com/organizers/resources/index.asp to download the electronic version.

The safety of the people that attend BMC competition events is the highest concern for Billings Motorcycle Club.  This includes riders, pit people and spectators, as well as BMC volunteer workers such as flag people and EMS workers.  BMC members are expected to look for unsafe situations, report such risks immediately to event promoters or any Board member and take immediate action to attempt to remedy such situations without putting themselves in harm's way.  This does not include changing a track configuration or track surface, track layout and configuration decisions are controlled by the Board. With respect to authority, the primary event promoter is the on-site authority with respect to any situation that involves the safety of event attendees and participants. 

While a referee may be called upon for consultation at an event, safety matters are the ultimate responsibility of the event promoter, who is responsible to the Board.  Safety is of paramount importance to the club, and the safety of event participants and attendees should be the highest priority for all competition events.  Any disputed issues such as protested results, pursuant to the BMC Rules and Bylaws, will be decided by the BMC Board.

Dues and Renewal

Membership forms are due by February 3, 2010. You can either mail them in with payment or bring them to the 2/3/2010 meeting.  There will be a notary at the meeting, but to properly finalize applications we will need all household residents listed on the form and both parents there to sign the form in front of the notary (with identification).  Keys and locks change March 3...if your properly completed forms and payment are not received by March 3, you will NOT recive a new key.

Existing members will pay $240 per year annually, beginning with the 2008 renewal.  This applies to ALL existing members, regardless of how long you have been a member.  

New members, those who are first approved for membership in the club in 2008, will pay the sum of $360 per year at the time of submission of their new application (equivalent to $30 per month).  For new members, the amount of $360 per year will apply to the first 3 years of membership...thereafter (beginning with their 4th year of membership) they will pay the regular membership fee in effect at that time (currently $240 per year).

This year's application process, consistent with prior years, requires that any household member of a regular BMC member be listed on the Additional Family Members application.  This form is submitted in addition to the basic BMC Application for the primary member.  Minors must have both parents' notarized signatures agreeing to the release language. 

We know that this is a bit of extra work in the beginning.  However, each person listed will receive a BMC card.  With another of the recently passed rule changes, the BMC card will allow a member access into any BMC event on the grounds free of charge (and without having to sign another release at the gate).  The free access applies to large events such as the Spring Classic Motorcross, Big Sky Challenge Hill Climb and the Great American, but does not apply to the few externally promoted events on the property such as the Metra ArenaCross and The Warm Up® Flat Track Races in August. 

To answer the most frequently asked question:  Yes, everyone in the BMC member's household, including non-riding spouse and kids, should be listed on the Additional Family Member application form.  There is a separate form for grandparents wishing to get annual guardianship over a grandchild for supervised riding on the grounds as well.  If you have any questions, please see Mike Marsh or Darrell Devitt at any BMC meeting.


Election of Officers, Board and Other Club Officials

The election of officers is typically held the second meeting in January of each year. All regular and life members are encouraged to attend the meeting and take part in the voting.

If you are unable to attend, as in past years, absentee ballots will be collected.  You can pick one up from the club's Secretary or typically download the current year's absentee ballot here.

In order for an absentee ballot to be considered valid, it must be given to the Secretary in a sealed, unmarked envelope.  The Secretary will put the unmarked envelope into another envelope, seal that envelope, and mark the member's name and number on the front of the second envelope. 

On the night of the election, the Ballot officer will move to accept absentee ballots.  Upon passage of the motion, the absentee ballots are then given to the Ballot officer, who will remove the unmarked envelopes, marking off each member from the roster.  The unmarked envelopes are then opened and given to the election officials for counting along with the live voting forms.

The above is simply a summary of the election process.  For further information, please refer to your current BMC Rules and ByLaws book.
